The Exchange · the raw signal ledger
Where operators share what they see.
The Exchange is a neutral ledger where operators, banks, vendors and law enforcement share raw fraud signals securely and in real time. Every record keeps its origin for good. Contributors are credited, never exposed.
Fraud crosses sectors. So does the ledger.
Most sharing schemes are single-sector clubs. The Exchange is built so an operator, a bank, a firewall vendor and an investigator can all contribute to the same record.
Operators and carriers
See fraud at first connection. Contribute confirmed abuse from your firewall and draw on what peers in other markets are already blocking.
Banks and fintechs
Pick up telecom-layer signals before they surface as account takeover, mule activity or push payment losses.
Vendors and platforms
Enrich your own detection with operator intelligence. Your contributions are credited to you, not absorbed silently.
Law enforcement
A provenanced, cross-border source to support investigation and disruption.
What flows through it.
Tokenised identifiers tied to confirmed or suspected abuse. Pick one to see the fraud it carries.

Sharing fails on incentives, not technology.
Everyone agrees sharing helps. Few can justify the effort internally. So we made the benefit direct.
- Contribute and earnEvery submission is attributed and credited. Signals that peers go on to confirm earn more.
- Draw down and spendPull intelligence by fraud type, origin market, terminating market or peer.
- Stay in surplusActive contributors never run out. Pure consumers eventually do, by design.
- Nothing to payNo membership fee, no minimum spend. Credits are accounting, not a currency you buy.
Attribution is permanent. That is the point.
Credit only works if contributions can be proved. Investigation only works if records cannot be quietly rewritten. Both come from the same design choice.
No member, and no one at FIL, can alter or delete a submitted record.
Contributor and timestamp stay with each submission, which keeps credit fair and evidence usable.
Confidence scoring and expiry by fraud type retire stale signals, while the audit trail stays intact.
Illustrative record. Try changing it.
API first. Portal for everything else.
Most members integrate directly. The portal is for teams without engineering time to spare, and for the analyst work no API replaces.
Status and entitlements
Membership, verification, entitlements and an audit trail of everything you have submitted.
Key management
Generate, rotate and revoke the key pairs that authenticate you to the network.
Wallet and performance
Balance, history, and which of your contributions earn the most peer confirmations.
Bulk upload
Validated file upload for bulk contribution, or while API integration is in progress.
Filtered download
Filter by fraud type, origin and terminating market, peer, confidence and recency.
Test before you commit
A full test environment on registration, so integration starts before contracts are signed.
Minutes to register. Verified before you go live.
Verification is not friction for its own sake. It is the reason the intelligence is worth consuming.
What members ask before they sign.
Is it really free?
Yes. No joining fee, no annual membership and no minimum spend. Our commercial revenue comes from the Scoring API, which businesses use to consume intelligence rather than contribute it.
Does sharing put us in breach of privacy law?
The Exchange handles tokenised fraud signals, not customer records. Contributions concern identifiers linked to confirmed or suspected abuse, and consumers never receive personal data. Our data processing terms, member agreement and privacy notice are published before you register.
Will competitors see what we contribute?
No. Contributions are attributed internally so credit is fair, but contributor identity is never disclosed to anyone consuming the data.
We already belong to another consortium. Does this conflict?
It should not. The Exchange is consortium agnostic and built to connect existing networks, not compete with them.
What if a signal turns out to be wrong?
Records cannot be deleted, but they can be superseded. Confidence scoring and expiry by fraud type mean uncorroborated signals lose weight and fall out of use, while the audit trail remains.
Fraud crosses every border. So should the intelligence.
Registration takes minutes and costs nothing. If your organisation has a legitimate role in fighting fraud, there is a place for you here.
